Oregon Governor Theodore Kulongoski presents Oregon Army National Guard Lt. Col. Phillip Appleton with the Oregon State flag during the mobilization ceremony for the 3-116 Cavalry at Eastern Oregon University in LaGrande, Ore., Sept. 21. It is customary for Oregon units to fly the state flag above their Forward Operating Base in their deployed location, and as a tradition, Kulongoski presents the state flag to their commander at their mobilization ceremony.
